The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: hopeful statements are issued from various governments. Immense energy is expended on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons streaked across the sky – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes grim resignation: possibly the incoming missile won't cause damage this time, protecting urban areas from devastation and another blackout.

Continuous Dangers

Not long after, a automatic firearm opened up on a unmanned aircraft close by, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new proposal from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, certainly, continue.

Strategic Calculations

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.

The problem is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through statements or actions, from believing that the situation will not evolve additionally in its benefit in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but preventing a total frontline collapse until circumstances change in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
